In the midst of the Russian war, South Africa’s Ramaphosa will meet with Biden from the USA

Biden and Ramaphosa spoke by telephone in April. They are expected to concentrate their talks on trade, investment, climate, and energy.

The White House announced that South African President Cyril Ramaphosa will meet with United States President Joe Biden on September 16.

The announcement on Thursday comes at a moment when many African countries are trying to get closer to the US.

During a recent visit to South Africa, US Secretary Antony Blinken stated that the Biden administration views Africa’s 54 countries as “equal partners” when it comes to tackling global issues.

The administration was disappointed that South Africa, and most of the continent, have not condemned the Russian invasion of Ukraine.

South Africa did not vote in the United Nations’ condemnation of Russia’s actions. Ramaphosa, however, avoided any criticisms of Russia and called for a mediation peace.

Officials said that Biden and Ramaphosa spoke by telephone in April. They are expected to concentrate their talks on trade, investment, climate and energy, and South Africa’s leadership role on the continent.

Biden will also host an American-Africa Leaders’ Summit in December.

Naledi Pandor, South Africa’s foreign minister, maintained South Africa’s neutrality during the Blinken visit. Pandor accused the US of focusing too much on the Ukraine conflict and not enough on other international issues in a press conference that followed the meeting.

She stated that “we should be equally concerned about what is happening in Palestine as we are about what is happening in Ukraine.”

Blinken for his part highlighted that Russia’s blockade on Ukraine’s Black Sea ports had led to shortages in grain, cooking oils, and fertilizer — an issue that has had unfavorable effects on Africans.

Blinken stated that the US was there to support African countries in this unprecedented crisis because that’s what partners do. “The United States won’t dictate Africa’s choices and neither should anyone else. These choices are Africans’ and only Africans’.

The Soviet Union’s support during the Cold War era for Ramaphosa and his African National Congress in their fight to end apartheid, South Africa’s oppressive regime against the Black majority that ended in 1994, is a large reason for South Africa’s neutrality. South Africa is seen to be a leader among several African countries that won’t side with Russia.

Ramaphosa is currently facing criticism from both opposition parties as well as within his own party over a scandal involving a $4m theft from his cattle ranch.

Members of parliament have questioned him about whether foreign cash was properly registered with South Africa’s financial authorities, and why he didn’t immediately report the theft. Ramaphosa’s reputation for being a leader who is committed to fighting corruption in his country has been damaged by the scandal.

Ramaphosa is facing significant opposition as he tries to re-elect himself as leader of his party’s conference in December. He will not be eligible to run for president of South Africa in 2024 if he does not win the party leadership.

South Africa’s economy is in recession since before the COVID-19 pandemic. A third of South Africa’s population is unemployed. Ramaphosa would be grateful for any economic assistance from the US.

Blinken praised South Africa’s achievements in multi-racial democracy, and Ramaphosa was commended for his visit to South Africa last month. He had spent years under the control of white minorities. The visit was also used by Blinken to officially launch a new US strategy toward sub-Saharan Africa.
